About Sylvia F. Dion, CPA
Founder & Managing Member

Sylvia F. Dion, CPA is the Founder & Managing Member of PrietoDion Consulting Partners LLC, a tax consulting firm specializing in providing State & Local Tax (SALT) and Employment Tax Consulting Services. A Certified Public Accountant, with a Masters in Taxation, Sylvia’s career includes 22 plus years of broad-based tax experience.

Prior to launching PrietoDion Consulting Partners, LLC, Sylvia was a senior manager and acting practice leader for Grant Thornton’s Boston State & Local Tax (“SALT”) practice. Prior to working for Grant Thornton, she was a senior manager in Ernst & Young’s SALT Practice and the firm’s New England Area Director of Employment Tax Services. In addition to her public accounting experience, Sylvia has also worked in the tax department of several corporations. Currently, Sylvia specializes in providing tax consulting and compliance services to U.S. businesses as well as o businesses in many parts of the world. 

In addition to providing tax consulting services and solutions, Sylvia is a speaker, writer and avid tax blogger. Her articles on SALT issues and developments have been published in the Journal of AccountancyJournal of State TaxationJournal of Multistate Taxation and IncentivesJournal of Practical US/Domestic Tax StrategiesBloomberg BNA Tax Management Multistate Tax ReportBloomberg BNA Weekly State Tax ReportTax-Analysts State Tax Notes, and Institute for Professionals in Taxation (IPT) Tax Report. Sylvia is also the author of the "Minding Massachusetts" column published quarterly in Tax Analysts - State Tax Notes. She also frequently presents to executive and industry groups and on practitioner webcasts and has been quoted in several news reports and articles, including in Bloomberg BusinessWeek.

Sylvia is also regarded as an authority on State "Amazon Laws" and Federal "Internet Sales Tax" legislation and has written about every federal proposal that have been introduced by the U.S. Congress since 2010.  

Sylvia has also become recognized as a respected source on the sales tax implications of "deal-of-the-day" (e.g., Groupon) transactions and has authored journal articles and several blog articles on states treatment of Groupon and other deal-of-the-day promotions. Her reporting in this area has received favorable mention by Forbes.com. 

As a Massachusetts based practitioner, Sylvia is also regarded as a subject matter expert in Massachusetts tax issues and also consults and advises on Massachusetts combined reporting, life science initiatives, economic nexus, service company apportionment, software, and manufacturing and R&D sales tax exemption issues. Recently, she covered Massachusetts enactment (and repeal) of the "technology tax", both at the State and Local Tax "Buzz" and in her November 2013 IPT-Tax Report article, "The Massachusetts "Tech-Tax" Fiasco: It's History, Impact and Valuable Lessons Learned". While she was with Grant Thornton, Sylvia also co-authored several SALT Alerts on some of the New England area’s most significant state tax developments, including the enactment of Massachusetts’ mandatory combined reporting law and the enactment of the Massachusetts Life Sciences Incentives.

Sylvia is the creator, author and publisher of “The State and Local Tax ‘Buzz’ ”, a professional tax blog focused on SALT developments. She is also the Internet Sales Tax contributor for SalesTaxSupport.com's Sales Tax Issues, Insights and Ideas blog, the Sales Tax for Foreign Sellers contributor for SalesTaxSupport.com's Industry blog, the Massachusetts contributor for SalesTaxSupport.com's State blog, a tax contributor for AllBusinessExperts, the "Experts" blog of AllBusiness.com's SMB business resource website, and the creator and curator of a SALT focused on-line newsletter, The State & Local Tax Daily.   

Sylvia is the creator and manager of the Massachusetts State & Local Tax (SALT) Issues group on LinkedIn. Sylvia is also a member of the Institute for Professionals in Taxation (IPT) and serves on the organization's editorial committee.
